The first half of the decade belonged to new jack swing and hip-hop soul: swung drum programs, hard breakbeats under full soul vocals, and a rapper on the remix. Teddy Riley, Puff Daddy and Dallas Austin built that sound and Mary J. Blige gave it a face.
The second half went in two directions at once. Timbaland, Rodney Jerkins and the Neptunes pushed rhythm into genuinely strange places, while D'Angelo, Maxwell and Erykah Badu went back to live musicians and called it neo-soul.
Both halves are on this list on purpose. A round about 90s R&B usually gets decided by whether someone remembers the second half exists.
Why the production still sounds current
The decade's producers were working with samplers that forced decisions. Limited memory meant short loops and a lot of space, and space is exactly what has aged well while the loud, dense records of the 2000s have not.
Timbaland is the clearest case. "Are You That Somebody?" and "Pony" are built from very few elements arranged with an unusual amount of silence between them, which is why they still sound modern rather than merely nostalgic.
The vocal approach helps too. These records were sung live in a room with minimal correction, and the small imperfections are what make a 1993 vocal sound human next to a heavily tuned modern one.
