Songs That Tell a Story
A story song has characters, a sequence of events, and an ending that changes something. Eminem's "Stan", Bob Dylan's "Hurricane", Harry Chapin's "Cat's in the Cradle" and The Charlie Daniels Band's "The Devil Went Down to Georgia" are the clearest examples, in four different genres.
Not songs about a feeling. Songs with a plot, where something happens to someone and the last verse is not the first verse repeated.

Specificity. "Ode to Billie Joe" names a bridge, a date and what was on the table at dinner. Detail is what turns a lyric into a scene, and a scene is what an audience can actually remember.
Movement. If the last verse could be swapped with the first without anyone noticing, it is a mood piece rather than a story. Every song on this list has a state at the start that no longer holds at the end.
Restraint at the ending. "Ode to Billie Joe" never explains, "Stan" lets the reply arrive too late, and "John Wayne Gacy, Jr." implicates the narrator in two lines. The best story songs stop one sentence earlier than expected.
The unreliable narrator trick
The most durable story songs put the listener slightly ahead of the person singing. In "Stan" the audience knows how the letters will end long before the narrator does, and that gap is the source of the dread.
Country and folk have used the device for a century, usually in the form of a narrator justifying something indefensible. "Nebraska" is the purest example: the singer explains himself calmly and the calm is what condemns him.
It is also why story songs reward repeat listening in a way that emotional songs do not. The second listen is a different experience, because you now know what the narrator is leaving out.

A narrative song, or in older folk traditions a ballad. The form predates recorded music by centuries: the murder ballad and the sea shanty are both narrative song types that modern story songs still borrow their structure from.
